QSC and PSINet announce strategic partner-ship / joint marketing effort for Speedway-DSL

Announcement in accordance with paragraph 15 of German Securities Law (WpHG)

Cologne, 30 May 2000 - QS Communications AG (QSC), one of the first providers of SDSL broadband access services in Germany, today announced a strategic partnership with PSINet Inc., the internet service carrier.

PSINet, a leading provider of global B2B internet solutions, has agreed to offer QSC's Speedway-DSL product throughout Germany. With a global fiberglass network spanning 60,000 kilometers, 900 points of presence, and 91,000 business customers, PSINet, based in Ashburn, Virginia (USA), is the largest independent internet service carrier worldwide.

Under the terms of the agreement, QSC will make its nationwide SDSL infrastructure available, while PSINet will contribute its customer base. QSC already operates 261 colocation facilities in central offices of Deutsche Telekom and currently offers its Speedway-DSL product in 10 German cities (Cologne, Munich, Hamburg, Dusseldorf, Bremen, Stuttgart, Berlin, Essen, Duisburg and Bochum).

QSC is one of the first German companies to provide fast, broadband data transmission services using SDSL technology. This technology uses the unbundled access to the socalled "last mile" of the local telephone network. SDSL allows data transmission over the normal copper wire in the local loop at speeds many times greater than are generally available today. QSC's goal is to provide the user with "always on" access to the internet at speeds ranging from 144 kbps to 2.3 mbps. QSC expects to be operating its highspeed access network under the product name of Speedway-DSL in forty Germany cities by the end of 2000. In April 2000, QSC raised additional capital in the amount of EUR 301.9 million through an initial public offering. QSC stock is traded on the Neuer Markt of the Frankfurt Stock Exchange (symbol: QSC) and on NASDAQ (symbol: QSCG).
